JHONNA MAE M. GANZALE BSCRIM1 BLOCK A Do civil society and NGO's strengthen your undermine the role of the governments in international relations? Why? Or why not. Yes, because some countries maybe dependent on the aid of NGOs instead of providing ther own budjet or aid in there countries. I have witnessed NGOs and international efforts both help and hinder the efforts of governments. If governments become too dependent on such aid and assistance, they never develop their own institutions quickly enough. In Haiti, UN and NGO efforts helped develop government capacity and to work alongside the international community. Such was successful up until the time of the earthquake in 2010. Since then, Haiti has become dependent on external aid and the internal institutions weaker. Similar assistance helped Kosovo in its post conflict environment; however, the reins of authority in this case were turned over too quickly and the oppressed became the oppressor.
