Although government systems have adopted digital and online systems, procedures continue to be based on analog systems. The Internal Revenue Service, for example, is already available online in every state. In theory, any taxpayer can alter information from anywhere. To amend or update personal information, however, a person must go to the tax district where they were last registered to make the adjustments. In my experience, I’ve had to travel to Metro Manila just to transfer from one district to another, when they could have simply made it to the district I was transferring to.
